When planning a tournament forgo the merc team. It’s a bad idea and will fall apart last minute without fail.
Maybe in your region you’ve had some difficulty with this, but in nearly every other region, merc teams are a big success. I would give the opposite advice that you did here: create an opening for a merc team whenever possible.

One Week Since World Cup
It’s weird to think that a week ago at this time, I was in Florida, tossing seekers around to my heart’s content. One week ago, half the people in the sport were together, enjoying the greatest tournament in the history of quidditch. I really wish I had a time-machine, because World Cup was one of the best weekends of my life. Get on it, scientists.
